WHY I'M RUNNING
Clean, reliable and affordable water is essential to our economic prosperity and quality of life.
My wife, Kelli, and I have been homeowners in Encinitas and ratepayers in the Olivenhain Municipal Water District for more than two decades. We raised our three children in Encinitas and hope never to move.
I want to lend my professional water industry experience to represent your priorities. I've worked more than two decades on water resources development, I’m intimately familiar with state laws, policies and regulations, and the needs of our community.
As a senior leader in an employee-owned engineering firm, I support the design, engineering and construction of public and private water infrastructure and renewable energy solutions.
MY PLEDGE TO RATEPAYERS
Water Affordability:
I will tirelessly advance affordable water rates for all families and businesses.
Local Control and Transparency:
The state has taken away local residents’ voice on housing and land use decisions. I will protect against state regulations that undermine local control, existing investments and force us to use less water while paying more.
Water Reliability:
I will advocate for the development of new, local supplies like recycling and reuse that are safer, more reliable and under our community’s control.
ABOUT SCOTT
Scott is a water industry executive
with more than 25 years experience
steeped in the fight to confront and combat the most profound challenges facing Californians today: climate change, water scarcity, infrastructure development and, ultimately, the quality of life of families and future generations.
He currently works as a Director in Black & Veatch’s Governments & Environment business practice, and in his executive role serves as the company’s global desalination business practice leader. Black & Veatch is an employee-owned engineering, procurement, consulting and construction company with a 100-year legacy of innovations in sustainable infrastructure. In his professional capacity, Scott partners with state and local governments in California and the Western United States with a focus on distributed energy, electrification and decarbonization, sustainability and resilience.
Prior to joining Black & Veatch, Scott was the Vice President of Development for Poseidon Water, where he was a member of the executive team that successfully developed the Claude “Bud” Lewis Carlsbad Seawater Desalination Plant as a Public Private Partnership.
Scott holds a B.S. in Public Policy from Brown University where he played on the NCAA Division I Varsity Football Team.
